I have the honor to acknowledge the receipt of your Grace's despatch of the 26th January and its enclosures, with reference to the Certificates which it is the intentionofManuscript image of Her Majesty's Consul at Charlestown to give to Vessels clearing from that Port to British Ports, under the existing state of things in South Carolina: and in accordance with your Grace's instructions, I have communicated those papers to the proper officers for their information and guidance.
