Romaine writes to Rogers to inquire as to whether or not “the Public” should pay the bill for the “Lord Bishop of Columbia” expenses of “Entertainment” aboard the Grappler, whilst transported from Esquimalt Harbour to “Barclay Sound.”
In the minutes, Blackwood asks Elliot to write to the “Governor, Treasury and Admiralty,” for answers to Romaine's inquiry.
The first of the three documents are included in the file is a draft letter from Rogers to the Secretary of the Admiralty, which states that the Bishop's entertainment-cost was to be borne by the public; the second is a draft letter from Rogers to Hamilton, which requests £35.7.0 for the colony; the third is a draft reply from Newcastle to Douglas, which states that the Bishop's entertainment-costs should be “defrayed from the Colonial Revenue.”

The Lord Bishop of Columbia, Esquimalt Harbour to Barclay Sound, 18 to 31 October 1860.
having been entertained on board Her Majesty's Gun Boat Grappler on the occasions and between the dates stated against his name; I am commanded by My Lords Commissioners of the Admiralty to request that you will move the Duke of Newcastle to cause me to be informed, whether the expense of the Entertainment is to be borne by the Public.
