With reference to Mr Elliot's letter of 20th Ultimo, I am commanded by the Lords Commissioners of Her Majesty's Treasury to transmit to you, for the information of the Duke of Newcastle, the enclosed copy of a Report dated 21st Instant from the Commissioners of Inland Revenue with copy of its Enclosure on the subject of the ProclamationissuedManuscript image issued by the Governor of British Columbia entitled "The Distillers Excise Act 1861."
