We have the honor to transmit, herewith, a certificate showing that Colonel R.C. Moody, R.E. was alive and in the exercise of his duties, as Chief Commissioner of Works for British Columbia, on 5th April last, and beg that the usual authority may issue to the Paymaster General's Office for the payment of that officer's salary, March quarter 1862.
