I have the honor to convey to you the Queens confirmation of the
Proclamation issued by you as Governor of British Columbia, No. 39
entitled "the Distiller's Excise Act 1861," a transcript of which was
forwarded to me in your despatch No. 62of

The Proclamation has been referred to the Lords Commissioners of
the Treasury and I enclose for your information a copy of a report which
their Lordships have obtained upon it from the commissioners of Inland
Revenue containing some suggestions relative to the regulations for
changing the duties which are establishedby
