I have the honor to convey to you the Queens confirmation of the Proclamation issued by you as Governor of British Columbia, No. 39 entitled "the Distiller's Excise Act 1861," a transcript of which was forwarded to me in your despatch No. 62ofManuscript image of the 22nd of October last.
The Proclamation has been referred to the Lords Commissioners of the Treasury and I enclose for your information a copy of a report which their Lordships have obtained upon it from the commissioners of Inland Revenue containing some suggestions relative to the regulations for changing the duties which are establishedbyManuscript image by this Proclamation.
