Sir,
I have the honor to acknowledge the receipt of your despatch No. 10 of 10th June, informing me that Mr Charles Franks had been appointed Treasurer of British Columbia, and forwarding fresh instructions as to the proper Auditing of the Public Accounts.
2. In obedience to these instructions I have to make the following Statements;
1st The Public Monies arisingfromManuscript image from the Colonial Revenues are daily handed over by the Treasurer to the Bank of British Columbia, formed under Royal Charter. The current Public business is transacted through the Bank.
2ndly The Treasurer will keep under his own immediate charge a sum not exceeding fifty pounds (£50) to meet the current expenses of his Department.
3. The Treasurer will furnish the Monthly Abstract of his cash receipts and payments in the manner prescribed. I presume that copies of these Returns are to be transmitted to your Department.
4. In like manner a Return of the Government transactions withtheManuscript image the Bank of British Columbia will be required from the Agent of the Bank in New Westminster.
5. All cheques drawn by the Treasurer on the Bank shall be countersigned by the Chief Clerk in his Department.
6. The Maximum sum for which the Treasurer's Draft, countersigned by his principal Assistant, will be honored has been fixed at five hundred pounds (£500). Above that amount my own warrant will be required in addition.
7. The quarterly Returns shall be regularly transmitted together with my Certificate of theircorrectnessManuscript image correctness.
8. An Application has been made to the bank to know what interest will be allowed on Deposits. The Agent in this Colony has applied to his Superior Officer in Victoria for instructions.
9. Your despatch was received by the Colonial Secretary, in my absence, on the 12th of August. It was handed over to me on the 20th Ultimo. The new arrangements came into operation on the 7th Instant.
