Sir,
I trust that I may be permitted, with reference to my despatch No. 37 of the 9th instant, stating how we have dealt with the insurrection of the Chilicoten Indians, to forward copy of a proclamation issued by the Governor of Colorado Territory under somewhat similar circumstances.
