In accordance with regulations, I have the honor to forward:
1st A Return of all Changes in the holders of existing Offices and Appointments arising from promotion or otherwise, during the three quarters ended 30th September1864Manuscript image 1864, as also of all additions to established Salaries under settled regulations for length of Service.
2nd A Return for the same period of all new Offices and Appointments created and of all additions to established Salaries and Allowances not provided for by settled regulations.
2. These returns shall be forwarded more regularly in future.
