I have the honor to transmit to you the enclosed copy of a letter
from the Board of Treasury accompanied by a report from the
Commissioners of Audit which exhibits under different heads the excess
of the actual over the estimated expenditure
of of
British Columbia for the
year
1862.
I feel confident that you will use your best endeavours to bring
the accounts of the Colony into a satisfactory condition, and in
furtherance of that object I have to request that you will cause to be
prepared at the end of each year supplementary Estimates of all
Expenditure not covered by the original Estimates for the year, and that
you will submit these Estimates as soon as convenient in the following
year to the Legislative Council together
with with an Ordinance to authorize
the appropriation of the amount required to cover the excess over the
original Estimates.
With reference to the present account received from the
Commissioners of Audit I have to request that you will report upon the
items, in order that I may be in a position to judge whether I may
properly recommend to the Lords Commissioners of the Treasury that they
should be allowed.
