Sir,
I have had the honor to receive your despatch No. 59 of
19th December 1864, pointing out certain irregularities
which had occurred in the manner in which the Estimates for
1864 have been drawn up.

Council before my arrival in the Colony, I have called on the
Acting Auditor for an explanation of the cause of the irregularity,
which explanation I have now the honor to enclose.
