In obedience to the instructions conveyed in Your circular despatch of the 19th of May 1865, I brought the Colonial Naval Defence Act under the notice of myExecutiveManuscript image Executive Council yesterday.
2. The state of the finances and the large outlay absolutely required for the construction of roads will prevent our taking any action in the matter at present.
