Sir,
I much regret my inability to forward the "Blue Book" for 1865 previous to my departure for the Upper Country.
2. The Acting Colonial Secretary reports that afterrepeatedManuscript image repeated applications to the Treasury he is unable to obtain the Financial Returns required to complete the Statistical portion, I have therefore taken the extreme measure authorized by the Colonial Regulations

and have directed the issue of Salaries in the Treasury Department to be stopped until these Returns have been received.

Acke this despatch, and entirely approve of his having stopped the Salaries in the Treasury Dept, as authorized by the Coll Regulations, until the Officers of that Dt do their duty by furnishing the Returns required for the Blue Book.
