My Lord,
I have the honor to state that on the 19th Instant, at noon, I proclaimed the Imperial Act 29 and 30 Victoria, Chapter 67, simultaneously in Victoria and New Westminster and thus effected the Union of the Colonies.

2. There was no enthusiasm or excitement shown in either town. Yet I believe, that in each the prevalent opinion is that a wise measure has been taken by the Imperial Government.
3. I enclose certified Copies of the Proclamation.
