My Lord Duke,
On the receipt of Your Grace's despatch I forwarded Your Circular despatch (1) of the 18th June to the Colonial Secretary and requested that he would at once, without notice, visit the prison in Victoria. I had recently visited it myself and found it very clean and wholesome.
2. I enclose Mr Young's Report which is not unsatisfactory.
