Sir
I am commanded by my Lords Commissioners of the Admiralty to
send you herewith, for the information of the Earl of Carnarvon,
a copy of a Letter from Vice Admiral The Hon. J. Denman, dated the
9th Jany, No 1, reporting on the destitution of resources
at Vancouver, as compared with the American Establishments at Mare
Island, San Francisco.
There is no remedy and I do not know that we need regret
it. We must, I apprehend, make up our minds that the State of
Californiawill will be more powerful and far more full of resources
than the Island of Vancouver.
With regard to the question of building defences and
constructing a Dock at Victoria, some of the Chief former minutes
are circulated with this letter in case it should be wished to refer
to them.
The present letter from the Admiralty is sent for information
and does not in itself require any action.
