Sir,
I have the honor to transmit for your favorable consideration the enclosed Letter from Lieut Allman of the Regiment under my command requesting a grant of Land in Van Couver's Island for the purpose of becoming a settler on retirement from the Service.
Lieut Allman has served 10 years in the Army and has forwarded his application for permission to sell his Commission to the Military Secretary, Horse Guards.
Lieut Allman is not leaving the Service for anything affecting his character as an officer or a gentleman.

The delay in bringing this letter forward has occurred thus.
It was received in the Jamaican tray with an imperfectly erased minute on it in the hand of the Colonial Secretary.
It was supposed that it had been sent under cover to the Governor according to regulation—that it had been accidentally forwarded without a covering despatch but that one wd follow.
It was accordingly kept till the expected despatch shd arrive but the circumstances were communicated to the Colonial Secy's office.
By the answer recd from the Colonial Secretarys office by the last mail, it appears that Colonel C's letter was not originally sent through the Governor, that it had been opened in Jamaica inadvertently and afterwards sent on in the bag.
It is therefore now brought forward.
