My Lord Duke,
I have had the honor to receive Your Grace's despatch No. 17 of
the 19th March 1868, in which, with reference to the
appointment of Mr CharlesGood
Good as Assistant Colonial
Secretary, you enquire the cause of the frequent absences of
Mr Young which render such an appointment in my opinion desirable.

2. While the question of the Seat of Government was still
unsettled, it was necessary to keep a certain number of Public
Officers both in New Westminster and in Victoria. Mr Young
who has been very long residentin
in the latter town, I generally
kept down here in Victoria and used Mr Good to sign the
official letters at the former. Now, that I have settled on
Victoria as the Capital, nearly the whole staff of
Government Officers will be centered here and the change in Mr
Good's official designation will be of less importance. It is a
change in designation merely, as he gets no increaseof
of
emoluments and establishes no claim to promotion.
