My Lord Duke,
Would Your Grace be good enough to direct me to be furnished, for the use of the Attorney General with a copy oftheManuscript image the East Indian Local Statutes. He is particularly desirous of having Act 1 of 1859, providing for the passing of Masters and Mates in India and the Straits Settlements under the "Merchant Shipping Act 1854."
I have the honor to be,
My Lord Duke,
Your Grace's most obedient,
humble Servant

Mr Elliot
This is an unreasonable request & cannot (I think) be complied with.
We have had considerable difficulty here in getting together the Acts since 1858—4 tolerably thick vols—& they could be of very little, if any, use to the lawmakers of B. Columbia.
If copy of Act 1 of 1859 can be obtained, it might be sent out.

Send that Act, & refuse the rest. Draft at once.
