My Lord Duke,
In Your Grace's despatch No. 82 of 14th November 1867, I am directed carefully to watch the operation of the HomesteadOrdinanceManuscript image Ordinance with a view to its amendment should it act as a protection to fraud.
2. I have now the honor to enclose accounts of the working of the Ordinance, furnished me by the Acting Colonial Secretary and the Registrar General of Titles under the Homestead Ordinance. Both these Officers bear testimony favorable to the ordinance. I entirely agree with them.

3. I do not know that the Homestead Act has brought many people into the Colony, but I am certain that it has had the effect of retaining some.
