Sir,
I am directed by Lord Stanley to transmit to you, to be laid before The Duke of Buckingham and Chandos, a copy of a despatch, which, after consultation with the Proper Law Officers of the Crown, he has addressed to Her Majesty's Minister at Washington in regard to the overture made to him by Mr Seward for the conclusion of a Treaty for the Settlement by arbitration of the San Juan Question.
