With reference to your letter of the 31st Ultimo, I am directed by Lord Stanley to state to you, for the information of His Grace the Duke of Buckingham, that Her Majesty's Minister at Washington will be informed that there is no objection on the part of Her Majesty's Government to the promotion of the Officer in command of the United States Troops in San Juan to the rank of Major.
