I have received your Despatch No. 71 of the 28th of July, forwarding with a very favorable testimony from yourself an application from Mr. Franklyn for employment.
I am sorry for deserving Public Officers who suffer bytheManuscript image the reductions which are occasionally found indispensable. I will cause Mr. Franklyn's application to be noted, but I cannot with justice to him afford him much hope of employment.
