With reference to the Duke of Buckingham's despatches No 89 of the 21 October and No 90 of the 22 October 1868, ontheManuscript image the subject of a treaty for a commercial reciprocity between the North American Colonies and the United States, I have the honor to forward a copy of the paragraph in my opening speech by which I brought the subject under the consideration of theLegislativeManuscript image Legislative Council.
