My Lord,
I have the honor to forward an Authenticated and two plain Copies of an Ordinance of the recent Session of the Legislature,entitled;Manuscript image entitled; No. 10. An Ordinance for the better protection of Cattle, and the better prevention of Cattle Stealing.
2. I think the measure a good one. It will apply principally to the Islands lying between Vancouver Island and the Mainland which are visited occasionally by very lawless people,bothManuscript image both of European and Indian extraction.
3. I enclose the Report of the Attorney General.
4. Your Lordship will observe that the ordinance contains a suspending clause.

Protection of Cattle & for prevention of Cattle Stealing.
This Ordinance is passed mainly to check the prevalence of cattle stealing in Vancouver Island, & it will be seen that sections 7 & 10 are confined to that Island.
The suspending clause has been inserted from a doubt being entertained whether this kind of legislation, applicable to one part of a Colony only would be approved by Lord Granville.
I am disposed to think that the circumstances stated by the AG justify this measure, though stringent & as to some provisions applicable to V. Island only. Sanction.
These Ordinances from B.C. are carelessly printed. Sect. V should end at the word Dollar—& the latter part should form a separate section.
The second part of sect 7—"Brand to be registered" should be a separate section.
