My Lord,
Referring to Your Lordship's Circular Despatch of the 30th September, respecting the mode of appointment to Public Offices, in which you request to be informed whether I see any objection to the adoptionofManuscript image of the Rule which Your Lordship proposed for the future, I have the honor to report that I am not aware of any reason why that rule should not be established. The Offices in respect of which it is still intended to issue Warrants include all which could possibly require the formal authority for appointment.
