Sir,
I have to acknowledge the receipt of your Despatch enclosing a letter from Major Foster in which he applies for public employment. I have to request you to inform Major Foster that I will put his name on the list of Candidates, and consider his claims asvacanciesManuscript image vacancies may occur.
That list however is a long one and many persons have prior claims to Major Foster which must render it difficult to meet his wishes.
