I have to acquaint you that an application has been received from the Charge d'Affaires of the North German Confederation at this Court, for the issue of an Exequatur to Mr. Mathew Trotter Johnston as Consul for the Confederation at Victoria.
As this Gentleman appears to be resident in the Colony under your Government, I have to instruct you to report to me whether you are aware, or not, of any objection to his appointment, and if not, you will recognize him provisionally in that capacity until the arrival of the Exequatur.
