With reference to your letter of the 16th inst I am commanded by My Lords Commissioners of the Admiralty to acquaint you for the information of the Earl of Kimberley that My Lords see no objection whatever to the course proposed therein, to address a Circular Despatch to the Governors of the Colonies instructing them that all stores supplied by the Admiralty should be paid for on the spot.
