Sir,
I am directed by the Earl of Clarendon to transmit to you, to be
laid before Earl Granville, a copy of a despatch from Her
Majesty's Minister at Washington, with a copy of a Memorial,
said to have been signed by a number of Residentsat
at Victoria in
British Columbia, and addressed to the President of the United
States, with a view to his endeavouring to induce Her Majesty's
Government to consent to the transfer of that Colony to the
United States.
