Sir,
I transmit to you Copies of two letters which I have received from the Foreign Office with Despatches from Her Majesty's Minister at Washington respecting a Memorial said to have been signed by a number of Residents in Victoria, British Columbia, and addressed to the President of the United States with a view to his endeavouring to induce Her Majesty's Government to consent to the transfer of the Colony to the United States.
The Memorial is printedinManuscript image in the "Morning Chronicle" of the 3rd January and the debate on the subject appears in the "Daily Globe" of the 11th of that month.
