Sir,
I transmit to you Copies of two letters which I have received from
the Foreign Office with Despatches from Her Majesty's Minister at
Washington respecting a Memorial said to have been signed by a number of
Residents in Victoria, British Columbia, and addressed to the President
of the United States with a view to his endeavouring to induce Her
Majesty's Government to consent to the transfer of the Colony to the
United States.
