Sir,
I am directed by the Lord President of the Council to transmit
to you the enclosed Order of Her Majesty in Council of the 16th
instant, for uniting the Colony of British Columbia to the
Dominion of Canada; and I am to request that you will be pleased
to lay the same before the Secretary of State for the Colonial
Department.

signed by Mr Helps & with the Seal. One should be sent to
Canada one to B. Columbia.

? Say to Mr Musgrave that HM Govt are fully sensible of the
energy with which he & the officers of his Government have
labored to effect a Union by which, as HM Govt confidently
anticipate the resources & prosperity of the Colony will be
materially increased.
And to Lord Lisgar express the satisfaction of HM Govt that the
Union has been thus completed.
