               I transmit to you for your information Copies of two letters
               from the Foreign Office enclosing copies of correspondence with Her
               Majesty's Minister at 
Washington Washington
Washington respecting the taking a Census in the
               
Island of San Juan by the United States Authorities.
               
               I have communicated to 
Earl Granville a Copy of your Confidential
               Despatch of the 
11th October, and I have suggested to his Lordship that
               if a Copy is forwarded to 
Sir E. Thornton it will be desirable that he
               should be instructed not to allude to the letter from the United States
               War Office of the 
30th April, enclosed in your Despatch, in any
               communication he may make to the United States Government.
