I have received and have had under my consideration the Act passed by the Legislature of British Columbia entitled No. 126 of 1871 "An Act to provide for a permanent Civil List" which was transmitted to me in your Despatch No. 39 of the 31st of March last.
I have reported to Her Majesty in Council my opinion that the said Act should be specially confirmed; and I have the honor to transmit to you herewith an order of Her Majesty in Council, dated the 16th of May approving that Report.
