Martin requests Grey's permission to prepare a report on the HBC and Vancouver Island; he adds that the report need not impede colonization of the island.
In the minutes, Merivale suggests that Grey cannot respond, and Grey wishes to defer the matter to the HBC.
This file encloses a draft from the Colonial Office to Martin, which declines Martin's services, and suggests that he seek permission from the HBC directly.
Adding that as he proposes that the H.B.Co shdremunerate him for [...] defray the
expense of his prepared report it is for that body to decide whether
they consider it advisable that he shdundertake it.
