Blanshard provides Grey with a list of his appointments for provisional members of the council of Vancouver Island, in light of Blanshard's forthcoming departure back to England, something which Blanshard wishes to accomplish on the California-bound Daphne.
The minutes note that it seems unnecessary to appoint Douglas as a member of council, given that he has since been appointed governor.
I beg to inform your Lordship that on
the 27th Inst, I nominated the following gentlemen as Members of council for Vancouvers Island

James Cooper Esqr
John Todd Esqr
Providing expressly that these nominations should be merely provisional, and subject
to be confirmed or disallowed by Her Majesty the Queen. The above named gentlemen have this day taken the oath of
allegiance as prescribed and their
and their seats as members of Council.
