I am commanded by the Lords Commissioners of Her Majesty's Treasury to transmit copy of a letter from the Secretary to the Admiralty dated 1t instant, relative to the expence incurred in providing a passage on board Her Majesty's Ship "Daphne" for His Excellency Richard Blanshard, Governor of Vancouvers Island to the northern settlements of that Island, and I am to request that you will move Secretary Sir John Pakington to inform my Lords whether this expence is not properly chargeable to the Hudsons Bay Company.

Properly speaking the expense of this passage, as is stated in my Minute on 836/52, should be defrayed by the Hudson's Bay Company—but for the reasons explained in the Co letter of the 9 Feby the Treasury were recommended to defray, and actually sanctioned—see their Letter of the 20 Feby—payment by the public of this charge. I think reference should be made to that correspondence, & the Treasury informed that though there is no doubt that the H.B.Co ought properly toManuscript image be at the expense of Governor Blanshards' passage on board the Daphne the circumstances mentioned in Lord Grey's Letter of the 9 Feby are in Sir J. Pakington's opinion sufficient to relieve the Company on this occasion from the charge.
