Properly speaking the expense of this passage, as is stated in my Minute
on 836/52, should be defrayed by the Hudson's Bay Company—but for the
reasons explained in the Co letter of the
9 Feby the Treasury were
recommended to defray, and actually sanctioned—see their Letter of the
20 Feby—payment by the public of this charge. I think reference
should be made to that correspondence, & the Treasury informed that
though there is no doubt that the H.B.C
o ought properly to
be at the
expense of
Governor Blanshards' passage on board the
Daphne the
circumstances mentioned in
Lord Grey's Letter of the
9 Feby are in
Sir J. Pakington's opinion sufficient to relieve the Company on this
occasion from the charge.
