With reference to my Predecessor's despatch, No. 4, of the 4th Ultimo, I transmit to you herewith a Warrant under the Royal Sign Manual, appointing Mr Roderick Finlayson to be a Member of the CouncilofManuscript image of Vancouvers' Island.1
