I have to acknowledge the receipt on the 16th April last, of your Despatch No 5, dated 16th July 1853, approving of the Proclamation issued by me, declaring the rights of the Crown with respect to Gold found on Queen Charlotte's Islands, and also of the regulations afterwards published, setting forth the terms and conditions on which Licences would be granted by the local Government, to search and dig for Gold in those Islands.
