I have the honor to acknowledge the receipt on the 16th Inst of your Circular Despatch of the 24th of April last, transmitting a copy of the Queen's order in Council dated 15th of April 1854, in which it is ordered that neutral vessels shall be permitted to import all Goods and Merchandize, whatever, into Her Majesty's Dominions, and to export any cargo or Goods, from Her Majesty's Dominions to any Port not blockaded, provided the same be not contraband of war, or do not require a special permission.

I have in reply to assure your Grace that those directions shall be carried into effect in the Ports of Vancouver's Island.
