With reference to Mr Merivale's letter of the 16th July 1855, on the subject of the Hudson's Bay Company's Screw Steamer "Otter," chartered by the Governor of Vancouver's Island as a Guard Ship for the protection of the Settlement, I have now the honor to enclose an account just received from Vancouver's Island, duly certified by Governor Douglas, and trust that Her Majesty's Government will take the necessary steps to defray the amount.
