I transmit for your information the copy of a letter from Mr John Powell Mills, Master of the Barque "Colinda," complaining of certain proceedings taken against him by the Authorities in Vancouver's Island on the occasion of his visiting the settlement in 1853, and IhaveManuscript image have to instruct you to cause enquiries to be made into the facts of the case, and to furnish me with a report on the allegations contained in this letter.
