Sir,
I have laid before the Earl of Clarendon your Letter of the 26th Ultimo, inclosing a Copy of a Despatch from the Governor of Vancouver's Island, reporting what passed at an Interview which he had with Lieutenant Flemming of the United States Army, on the subject of the surrender of some American Soldiers, who had deserted from the detachment under his command; and I am to request that you will state to Mr Secretary Labouchere thatLordManuscript image Lord Clarendon concurs with him in his approval of the conduct of Governor Douglas in declining to allow these men to be arrested on British Territory.
