I have to acknowledge the receipt of your Despatch No 32, of the 5th of December reporting the result of an interview with Lieutenant Fleming of the United States Army on the subject of the surrender of some American Soldiers who had deserted from the detachment under hisManuscript image command, and I have to convey to you my approval of your conduct in declining to allow these men to be arrested on British Territory.
