Hammond reports that a “provision has been made by Congress for the settlement of Governor Douglas’ claim against the Authorities of Washington Territory.”
The minutes “express satisfaction” to the Foreign Office and “Acquaint” Douglas.
Included in this document is a draft from Lytton to Douglas, 25 April 1859; Elliot to Hammond, 25 April 1859, expressing satisfaction that Congress had acted to resolve the situation; Napier, British Minister at Washington, to Malmesbury, 25 March 1859, enclosing correspondence from the United States government; and Lewis Cass, U.S. Department of State, to Napier, 24 March 1859, advising that Congress had made provision to repay the debt to Douglas, with interest.

With reference to my letter of the 30th Ultimo, I am directed by the Earl of Malmesbury to transmit to you, to be laid before Secretary Sir E.B. Lytton, the accompanying copies of a further despatch and its inclosure from Her Majesty's Minister at WashingtonManuscript imageWashington, reporting that provision has been made by Congress for the settlement of Governor Douglas' claim against the Authorities of Washington Territory.
