In the minutes, Blackwood advises that Douglas be informed of the correspondence.
All four documents included in the file discuss repayment arrangements for funds Douglas had given “to the authorities of Washington Territory;” the first is a draft reply from Lytton to Douglas; the remaining three are copies of relevant correspondence, from Lyons to Malmesbury, Cass to Lyons, and Floyd to Cass, respectively.
