I have laid before Lord John Russell your letter of the 11th Instant containing a copy of a Despatch from the Governor of Vancouver's Island, respecting the Military occupation of the Island of San Juan, and suggesting the expediency, in the present state of the question of jurisdiction over that Territory, of the withdrawal by the United States and by GreatManuscript imageGreat Britain of the Civil Magistracy in that Island; and I am to transmit to you, for the information of His Grace The Duke of Newcastle, a Copy of a Despatch which Lord John Russell has in consequence addressed to Her Majesty's Minister at Washington, instructing him to propose to the United States' Government the withdrawal, on both sides, of the Civil Magistracy from the Island.
