I am directed by Lord John Russell to transmit to you, for the information of Her Majesty's Secretary of State for the Colonies, a Copy of a Despatch from Her Majesty's Chargé d'Affaires at Washington, inclosing copies of his communications with Mr Trescot on the subject of Lord John Russell's Despatch toManuscript imageto Lord Lyons No 171 of the 20th of July last, proposing the substitution of Military for civil Jurisdiction in San Juan, a Copy of which Despatch was inclosed in Lord Wodehouse's letter of the 23rd of that month.
