No. 71
Downing Street
9 September 1861
Sir,
I have the honor to acquaint you that the Lords Commissioners of the Treasury have authorized the payment of two Bills Nos. 12 and 13 drawn by the Treasurer of Vancouver Island for the sums of £600 and £400 respectively.
Considerable difficulty being experienced in identifying the Bills left from time to time at the Paymaster General'sforManuscript image for payment with those advised in your despatches to the Secretary of State, I have to instruct you for the future to specify in your despatches to the Secretary of State the number and dates of the Bills so to be drawn, together with their separate amounts and the service for which they are drawn in order that this difficulty may be avoided.
It will also be desirable that Bills drawn for the GeneralserviceManuscript image service of the Colony and those drawn for Army Services may be specially distinguished by distinct series of numbers.
I have the honor to be
Sir
Your Obedient Servant,
Newcastle
